Macau and Hong Kong are Semi Autonomous Regions and have their own entry rules. If you are from the US, you do not need a visa to enter HK so transit is not a problem either.

Changes to visa situation by Chinese authorities do not affect HK and Macau, which continue to offer visa free (limited stay) entry to North American, European, and many Asian passport holders. But don’t count on using HK or Macau as a location to get quickie China visas.
